И если ответ на него положительный, Краснодарский центр, проведя проверку, и Северо-Западный главк, скопипастив краснодарское письмо, и головной офис ЦБ, опираясь на мнение своего питерского главка, которое на самом деле никто и не формулировал самостоятельно, выступили инструментом атаки на кооператив со стороны недобросовестных лиц. То есть Банк России не имеет права его проверять.
